The article considers the conceptual provisions of the spatial development of the economy of Russia and its regions, the possibility of transition to a new model of spatial development. The provisions are theoretically comprehended, and the principles characterizing the spatial development of the country's economy are given. The goals of sustainable and safe spatial development are formulated, and the characteristics of the scenarios for the spatial development of Russia provided for at the government level are given. The characteristics of well-known scientific schools in the field of spatial analysis of the economy are given, the contradictions observed in the target orientation of the concept of spatial development are noted.

In the context of falling economic growth rates, stagnation in the economy, increasing geopolitical tensions, high volatility in financial markets, new requirements arise in the development of financial instruments for long-term investments of individuals and organizations. Despite the wide range of maximum yield on deposits in 2022 from 7 to 20% per annum, bank deposits are consistently one of those instruments that are in the greatest demand.

MAIN PROBLEMS OF TAXATION OF PERMANENT REPRESENTATIONS OF FOREIGN ORGANIZATIONS IN RUSSIA

This article examines the issue of permanent representation of foreign organizations on the territory of the Russian Federation. The main problems of determining the profit of a permanent establishment and its taxation on the territory of the Russian Federation are analyzed. Special attention is paid to the distribution of profits between the parent organization and its permanent representative office, taking into account the OECD approach, as well as to identifying ways to improve the mechanism for distributing profits of permanent representative offices in Russia for income tax purposes.

FORMATION OF THE DIGITAL ECONOMY: ESSENCE, PROBLEMS, WAYS OF THEIR SOLUTION

Changes in the digital economy are happening at a rapid pace. The achievement of high results in the digital economy is facilitated by the development of digital technologies in all spheres of the national economy. The article discusses the prerequisites for the development of the digital economy, defines the concepts of "digital economy", "digital platforms", "digitization", the main features of the digital economy. The authors indicate the relationship between the digital economy and industry, and also provide statistical data characterizing the dynamics of the development of the digital economy. The article discusses in detail the problems of the formation of the digital economy, as well as ways to solve them. The authors emphasize that the development of a new "digital economy" is associated with the emergence of a shadow digital economy. Attention is paid to the main components of the development of a favorable environment for the digital economy. The authors come to the conclusion that for the competent development of the digital economy, it is necessary to develop appropriate norms and regulatory mechanisms to guarantee security and transparency.

BANKING INNOVATIONS: DEVELOPMENT TRENDS

The strategy of innovative development in the banking sector contributes to the improvement of the financial market of the state. Fintech companies and bigtech companies are the main competition of the banking industry. The purpose of the article is to systematize the situation on the need to introduce various innovations by the banking sector, as well as to identify trends in the development of innovative transformations. Existing banking innovations are analyzed and their development trends are listed. Attention is paid to a new type of banks, namely neobanks. The authors provide statistical data on the introduction of innovations by commercial banks in the Russian Federation. The conclusion is made about the need to develop digital commercial banks. In particular, they indicate that in the context of the development of modern society, commercial banks must be digital, have a set of competitive products, be able to create new products and quickly bring them to the market.

FORMATION AND IMPLEMENTATION OF THE FUNCTIONS OF THE TREASURY IN THE SYSTEM OF STATE EXECUTIVE AUTHORITIES

The article considers innovative mechanisms for the formation and implementation of the functions of the treasury in the system of state executive authorities, which are the strategic objectives of the strategic transformation map of the Federal Treasury of the Russian Federation. The main functions and ways of their implementation in the activities of the treasury in the system of state executive bodies are determined.

The conclusions arising from the overall assessment of cost and performance management - in the recent past and at the present time - are that problems that arise in the field and structural divisions of the treasury have been identified, which also require systematic monitoring and solution. It has been established that the treasury should, based on the introduction of innovative mechanisms for the formation and implementation of the functions of the treasury in the system of state executive authorities, which are the strategic tasks of the strategic transformation map of the Federal Treasury of the Russian Federation, in order to determine the directions for their implementation in the activities of the treasury in the system of state executive authorities, outline the implementation specific strategic measures that are identified in the article.

PROBABILISTIC METHODS FOR ACCOUNTING MODEL RISKS IN ASSESSING INVESTMENTS IN ARTIFICIAL INTELLIGENCE TECHNOLOGIES

The article examines the problem of financial evaluation of investments in artificial intelligence technologies. A key aspect of the study is model risk, which implies a gradual deterioration in the predictive power of the model. This problem arises when applying technologies related to "weak" artificial intelligence. The article describes the key causes of model risk associated with concept drift and data drift, statistical metrics of the predictive power of the model, the deterioration of which is a key task in assessing this type of risk. The author proposed and described probabilistic methods for taking into account model risk when evaluating investments in artificial intelligence technologies - the method of scenario analysis, the binomial decision tree, and the Monte Carlo method. Their application was illustrated by an example that evaluated the investment in developing a model for solving a hypothetical enterprise problem of predicting the offer price. The results of the study showed that scenario analysis and a binomial decision tree make it possible to take into account model risk in economic efficiency calculations and make more conservative decisions. However, the described methods have a different number of prerequisites, including the assumption about the nature of the degradation of the model and the probability of this event occurring. The scenario method allows taking into account more variants of events, however, it has a large number of subjective assumptions about each individual scenario. Binomial decision trees make it possible to reduce the variability of parameters to probability, but exclude the variability of the nature of the predictive degradation of the model. Simulation methods are a statistically justified probabilistic model, however, it is sensitive to subjective assumptions about the possible nature of the distributions of model parameters.

IMPACT OF FINANCIAL AND INVESTMENT PROCESSES ON THE TECHNOLOGICAL DEVELOPMENT OF RUSSIAN REGIONS

The article deals with the problems and prospects of innovative and technological development of Russian regions. The key trends of financial and investment activity in the 2000s in Russia have been identified. It is noted that the most active financing of investment activities is carried out in Moscow and the Moscow region, St. Petersburg and the Leningrad region, the Republic of Tatarstan, the Krasnodar Territory. A comparative analysis of financial and investment strategies that are actively used and are expedient for more active implementation at Russian industrial enterprises and focused on achieving leadership in the leading scientific and technical sectors of the economy has been carried out. An important conclusion is formulated that the financing of social investments plays a special role for our country. For the implementation and financing of socially responsible investments, it is advisable to develop the activities of institutional players, including endowment funds, socially responsible mutual funds, public and private pension funds, insurance companies, socially responsible banks.

IMPORT SUBSTITUTION STRATEGY IN THE SYSTEM OF FINANCIAL AND INVESTMENT RISK MANAGEMENT

The article deals with the problems and prospects of using the import substitution strategy for the development of the system of financial and investment risk management. The key problems of the existing model of production and consumption in the 2000s in Russia are identified. It is noted that the most significant trend is the increase in the country's dependence on imports and the lack of diversification of production. The analysis of the possibilities of implementing the import substitution strategy in high-tech sectors was carried out. The financial and investment risks accompanying domestic producers under sanctions pressure, and the system of financial and investment risk management are studied. One of the leading methods of attracting investment resources to finance the import substitution strategy is hybrid financing, which combines the features of own and debt financing, is able to generate a steady income with acceptable financial and investment risks.

The key problems of the existing model of production and consumption in the 2000s in Russia are identified. It is noted that the most significant trend is a sharp increase in production and consumption wastes, which are largely not recycled and cause damage to the environment and public health. An analysis was made of the possibilities of using "green" bonds to invest in environmental protection. An important conclusion is formulated that the introduction of environmental and social investments and the expansion of corporate social responsibility play a special role for our country. ANALYSIS OF LOSSES OF AN ECONOMIC ENTITY AS PART OF OTHER EXPENSES TO ENSURE ITS FINANCIAL SECURITY

The article analyzes information on losses as part of other expenses of business entities according to the data of the three largest retailers in the Russian Federation: LLC Lenta, LLC Okay and PJSC Magnit. The possibility of analyzing information on losses, presented in the notes to the financial statements of companies, is determined and the understanding of losses as part of other expenses that can be avoided is disclosed. A method for analyzing losses is proposed using the example of Lenta LLC, Okey LLC and PJSC Magnit. It is concluded that it is necessary to detail the data on losses in the explanations to the reporting. To ensure financial security, it is proposed to reflect the requirement to analyze losses according to the presented methodology in the internal documents of the organization.

The article analyzes the trends in the development of small and medium-sized businesses (SMEs) in Russia in the special conditions of the external environment based on practical experience and statistics. Modern problems of financing SMEs in Russia are considered, including ways of state support for SMEs, taking into account the consequences of the COVID-2019 pandemic and current economic and political events.

Domestic tourism has received a new round of development due to the difficult political situation in relation to Russia and Western countries. Realizing that domestic tourism can become a point of growth for regional economies, the state and the business community began to pay more attention. The article analyzes the competitiveness of the Altai Territory and the impact of the tourism industry on the country's economy, and also identifies the long-term prospects for Russian tourism.
