THE STRATEGY OF FORESIGHT STUDIES
AS A BASIS ECONOMIC DEVELOPMENT OF SERVICES

In the article the author suggests to consider as an economic category, the notion of "strategy foresight" in the service sector. Identified the main parameters of the evaluation of the foresight studies. To improve the quality and impact of research to use this criterion as the efficiency and accuracy of previously made predictions in the direction of the development of services based on the results of a study of areas of uncertainty. The article clarifies the tools to improve the efficiency of the implementation of the strategy of foresight studies in the service sector. It is determined that the foresight studies in the service sector provide for the phased implementation of actions in the area of services associated with the formation of study or sphere of conducting foresight.

MODELING OF INFLUENCE OF ACTIVITY OF CUSTOMS BODIES ON SOCIAL-ECONOMIC DEVELOPMENT AND INVESTMENT ACTIVITY OF REGIONS

The article is devoted to the investigation of the relationship between the indicators of the activities of customs authorities, the development of foreign economic activity in the economy of the regions, and the results of socio-economic development of the regions. Constructed the model reflects the existence of a relationship between these indicators. The model was constructed according to the data of the subjects official statistics and information of customs authorities of the Siberian Federal District for the year 2011-2013. Econometric methods were used to construct the model. The model based on the identification of four factors: investment activity, foreign economic activity, the level of customs regulation, purchasing power of the population. Each factor represented through a set of indicators, which are reduced to a system of interrelated equations. Based on the study, a conclusion was made on the possibility of increasing the level of investment activity in the region by stimulating foreign economic activity and improving the activities of customs authorities.

AGRICULTURAL COOPERATION AS A TOOL OF INNOVATIVE DEVELOPMENT OF AGROINDUSTRIAL COMPLEX

One of the problems hampering the innovative development of entrepreneurship in rural areas is the underdevelopment of the infrastructure that serves business in the agricultural sector. Important elements of such an infrastructure are agricultural cooperatives. World experience shows that it is interaction within the cooperatives that allows entrepreneurs in the agricultural sector to effectively manage the sale of their products and the formation of credit resources. Despite the obvious advantages of combining capital within cooperatives, the process of developing agricultural cooperation in the Russian Federation is very difficult. In this regard, the article proposes some measures, the implementation of which can have a positive impact on the attitude of agricultural producers to join cooperatives.

Method of determining potential participants
recirculate clusters: necessity and implementation

The article notes that the recycling can be used as a tool for reducing resource constraints for the development of the national economy. Russian cities and industrial agglomerations have already faced these constraints. The governments can and should act as a catalyst in the organized recycling formation, including in the form of recirculation-clusters. The concentration of resources within companies specialization areas is able to turn a synergistic effect when final result will exceed a multiple of the initial. The development of the Russian recycling clusters still does not have specific requirements for new members because at this stage the primary goal is the accumulation of some critical mass of companies able to start the mechanism of intensive development. A number of indicators to assess the performance of companies-potential participants of the recycling cluster has been proposed in the study.

The article is devoted to the analysis of factors of innovative activity development of small industrial enterprises at the regional level. The socio-economic characteristics of the subjects of the Russian Federation are considered as the determinant of the development of innovative activity of small businesses. The constructed equations of logistic regression and discriminant function have revealed the positive impact of the innovation infrastructure, the level of ICT development, educational potential and income security of the population of the region on the innovative activity of small businesses.

DEVELOPMENT OF CONCEPTUAL BASES OF INNOVATIVE CLUSTER’S SPATIAL SIMULATION BASED ON GEOSTATISTICAL METHODS

In the article refined the categorical apparatus and the economic essence of the main elements of geostatistics from the point of view of the problem of spatial modeling of innovative clusters. The adaptation to the problems of spatial modeling of innovative clusters of the main deterministic methods of geostatistics was carried out. The systematization and assessment of the possibilities of practical application of methods for visualizing the monitoring network and its cluster structure is presented. Presented the results of research of organizations participating in innovative clusters of the Republic of Tatarstan on the basis of interpolation of monitoring network data, Delaunay triangulation and construction of Voronoi polygons.

CREATING THE SYSTEM OF ESTIMATION CRITERIA AND INDICATORS OF INNOVATIVE SUSTAINABILITY ON THE REGIONAL LEVEL

The article is devoted to creating the system of estimation criteria and indicators of innovative sustainability on the regional level. A system of criteria and indicators for assessing the level of innovation sustainability of the region, as well as their threshold values in two areas: criteria and indicators of innovation capacity; criteria and system of indicators for assessing the results of innovation. The developed system of indicators is incorporated in the basis to creating an algorithm for assessing region’s innovation sustainability on the basis of the use of the method of data comparative analysis with the establishment of threshold values and considering Data Envelopment Analysis.

EVALUATION OF FINANCIAL SUSTAINABILITY AND IMPACT OF INNOVATIONS

ON THE PROBABILITY OF THE INNOVATION ENTERPRISE BANKRUPTCY

The subject of the study is the relationship between financial sustainability and innovative activity of foreign innovative enterprises of the elevator industry from different countries for the period from 2011 to 2016. The purpose of the work is to improve the assessment of the probability of bankruptcy of innovative enterprises and study the relationship between indicators of their sustainability and the costs of innovation in the world market of the elevator industry. As initial data were used the financial statements of foreign manufacturing companies of the elevator industry, obtained from official websites of companies.

Has been revealed the relationship between the amount of financial resources allocated by the company for research and development and the potential likelihood of its bankruptcy. Determined The dependence of innovations on financial stability of innovative enterprises from Finland, Switzerland and Germany.

The article is based on the assumption that the degree of openness of the national innovation system has an impact on the development of the state, it is confirmed empirically by regression analysis using the panel method. Revealed the influence of a number of theoretically grounded indicators of the openness of the system on labor productivity as a factor of the state's economic growth. It has been revealed that the positive impact on labor productivity and, consequently, on economic growth is provided by: the volume of foreign direct investment flows, the number of inventions that are joint with foreign partners, the international mobility of students, the quality of the institutional environment, and the degree to which the population has access to the global Internet.

Modern economic conditions oblige stevedore companies to implement a rational economic policy aimed to effective use of resources. The article suggests a method for selecting analytical procedures. The factors characterizing the activity of the stevedoring company for managing the assets under investigation are classified as factorial attributes. Using the provisions of the proposed methods will identify the areas of the process of "inventory management", which are most at risk and, thus, form a risk-based internal audit plan aimed at improving the efficiency of the company's resources.

The article examines the procedure for the formation of accounting policy in accordance with applicable regulations, analyzed the applicability of a number of IFRS in the management accounting of construction organizations based on the specifics of their activities; formulated the recommendations on the selection of optimal methods for assessing assets and liabilities in accounting policies for management accounting purposes. It is concluded that the application of the proposed provisions of accounting policy in the formation of management accounts will provide a more adequate assessment of the financial performance and financial condition of the organization.

RISE QUESTIONS OF IMPROVING THE LABOR CODE

The article gives a critical assessment of certain provisions of the Labor Code of the Russian Federation, justifies the need to supplement it with legal norms providing for the mandatory allocation of part of the profits generated by workers and employees. It was also proposed to establish quotas for the mandatory presence of representatives of the working masses in the composition of the members of the Board of Directors and other management structures of JSC. EVALUATION OF THE CONTEMPORARY STATE
OF THE AGRARIAN EDUCATION SYSTEM OF THE REPUBLIC OF CRIMEA

This article analyzes the features of the modern state, problems and trends of the agrarian education system of the Crimean Republic as a subject of the Russian Federation. Defined the problems influencing on forming and development of skilled potential of agroindustrial complex and its employment opportunity in the conditions of «transitional period» of economy of Crimea. Substantiated priority directions of development and perfection of quantitative and qualitative descriptions of skilled potential of agrarian sphere.
