In the article discussed the concept of innovative technologies in the field of human resources
management of modern organizations. The key factors that require the introduction of innovative
approaches to human resource management are identified. Special attention will be paid to innovative technologies that are in demand in various areas of human resource management. Also
considered a proposal for the implementation of the automated system "Maintest4" staff assessment in the organization and presented an example of the implementation of this system in the
management company.

ANALYSIS AND PREDICTION OF THE INVESTMENT SUPPORT OF
TECHNOLOGICAL MODERNIZATION OF INNOVATIVE-ACTIVE
ENTERPRISES OF RADIO ELECTRONIC INDUSTRY
The article is devoted to the study of the problem of investment support for the modernization
of innovation-active enterprises, which is considered on the example of the radio-electronic industry. The connection between the investment support of this modernization and the results of
activity of innovation-active enterprises is considered. The content of the analysis of investment
support is defined and its General characteristic is given. The methodological basis for the study
of investment support of technological modernization of innovation-active enterprises of the radioelectronic industry. The forecast of development of investment support of technological modernization of innovative production of the radio-electronic industry for the period up to 2019 is developed. Methods of estimation of efficiency of investment support of technological modernization of
the innovative active enterprises of the radio-electronic industry are presented.

THEORETICAL ASPECTS OF JUSTIFICATION OF THE ESSENCE, CONTENT

The article substantiates the theoretical foundations and the role of the program-target
planning method in modern conditions. The advantages and disadvantages of program-targeted
budgeting are identified. The essence and role of target programs as the most effective tool for
solving complex problems of socio-economic development of the country and regions is
considered. The basic regulatory acts governing the development, implementation and evaluation
of targeted programs at the federal and regional levels are outlined.

THE ECONOMIC IMPORTANCE OF INTELLIGENT ENTERPRISE
MANAGEMENT SYSTEMS
Modern conditions of high-tech and highly competitive markets require the evolution of
enterprise automation systems. Such new, post-ERP systems must meet the conditions for
providing customer self-service and other counterparties, dramatically reducing manual labor
through automation, robotization, integration with other systems and systems of external
contractors, multi-channel marketing and distribution, reduction of supply chains and other
current trends. These systems should be built on the new paradigm of automation IEM (Intelligent
Enterprise Managing), based on a modern approach to solving the automation problem is based
on applying the “best” solutions for each individual unit or business unit. However, in practice,
this approach turns into a set of significant problems. The scale of problems grows with increasing
transaction load, pressure from competitors in the market, requirements to accelerate optimization
and changes in business processes.

The article is devoted to the assessment of the innovative potential of transport services enterprises based on the analysis of statistical data. Considered the features of the enterprises of the
sphere of transport services, their groups depending on the directions of activity. Characterized
the tasks and factors of stimulating innovative activity of the type of economic activity under consideration, the main strategies for the development of innovative activity. Studied the indicators of
the transport services enterprises of the Perm Territory, identified the main problems of the development of their innovative potential. Has been proposed a set of measures for the development of
the innovation potential of enterprises providing transport services, substantiated a positive impact on the region's economy.

AGROTOURISM DEVELOPMENT AS INNOVATIVE APPROACH IN
MANAGEMENT OF AGRO-INDUSTRIAL COMPLEX OF RUSSIA
The article is devoted to the analysis of problems and the prospects of development of
agrotourism in Russia. Considered the current state of agro-industrial complex of the Russian
Federation, provided the data on a number of regions of Russia, analyzed the development rural
economy in the period of sanctions and weakening of ruble exchange rate. Close attention is paid
to innovations in agrarian and industrial complex to, especially, innovative approach in management of agrotourism. In work presented the characteristic of researches of the foreign authors
dealing with problems rural tourism and innovations. On the example of the Republic of Mari El
considered the prospects of introduction of innovations in managements of agrarian and industrial
complex and agrotourism development. Described the sociocultural resources of development of
agrotourism following the results of a three-year research of network interaction in the sphere of
tourism of businessmen, local population and representatives of the public and municipal administration.

THE ECONOMIC IMPORTANCE OF MEDIA CONSUMPTION IN THE DIGITAL
ECONOMY
In all communication situations, the audience remains a fundamental component of the
communication process. For efficiency, the communicator should strive to cover the psychological
and sociological aspects of the audience. This should give rise to the completeness of the
communication process leading to the intended feedback. The emergence and invasion of new
media ultimately changed the structure of traditional media audiences. The researchers concluded
that mass communication audiences were changed in terms of their size, location, access and
impact models, as well as perceptions, since the content of communication is transferred to the
new media environment. It is recommended the new media creating a fast feedback channel, a
mechanism for changing the audience of the media.

The Article reveals an approach to solving an important practical problem to improve the
management of sports facilities of Federal importance through the introduction of innovative and
information technologies. The author notes that a significant role in this process is played by the
correct building of relations with customers, that is, with users of these sports facilities, and the
introduction of an information CRM system will automate a number of business processes, increasing the efficiency of the use of sports infrastructure, which in turn will have a positive impact
on the quality of life of the population and reduce the burden on the budget.

INTERNATIONAL FORMS OF INCREASING THE ATTRACTIVENESS OF
THE IMAGE OF THE STATE
The image of a modern state depends largely on the possibility and transparency of its
assessment by another state. The author identified indicators of international image, identified
assessment scales and conducted a local assessment based on international ratings. The image of
Russia was assessed taking into account the sanctions regime and major international events held,
suggested the options for developing the attractiveness of the image of Russia based on weighted
estimates by interviewing interested parties. It is proposed to adopt international investment
ratings, increase the level of transparency of the activities of state bodies. A strategy of increasing
the recognition of the country's image for a long period has been calculated.

In article considered transformation of the practical approaches to the organization of taxation connected with society and further development of the tax relations. Analyzed practical problems which are reflected in many already available scientific research. Analyzed the results of
implementation of new customer-oriented technologies of interaction of factors of the tax relations. The author considers questions of search of innovative regulatory instruments of special
frictionless interaction of all participants of the tax relations having not always coincident, and at
times even contradictory interests. The carried-out analysis allows to draw a conclusion that application of customer-oriented approach, discloses other essence of the habitual concepts characterizing the tax relations.

FEATURES OF ECONOMIC DEVELOPMENT AND TAXATION IN THE
PRODUCTION OF HYDROCARBONS ON THE EXAMPLE OF PJSC “OIL
COMPANY “ LUKOIL ”
The state of our country's national economy at the present stage largely depends on the state
of affairs in the fuel and energy complex. At the same time, the system of taxation of the oil industry
is significantly different from the general principles of levying taxes and fees in other sectors of
the economy. The article analyzes the activities and features of taxation on the example of one of
the largest oil companies in the world, LUKOIL. It also considers its cooperation with the regions
and other large companies, aimed at expanding the horizons of its activities. However, in 2019
major tax policy changes are being prepared for the oil sector, such as the Big Tax Maneuver
(BTM), which involves zeroing export duties and introducing an added income tax, which, in turn,
will reduce the tax burden on a number of deposits that currently have an unattractive economy.

The problem of increasing the pace of economic development and the level of
competitiveness of Russian regions can be solved by supporting and developing small and
medium-sized businesses. The level of development of small and medium businesses directly
depends on the saturation of the market with goods and services, the number of unemployed and
the standard of living of the population. An example of this is the rapid development of small and
medium-sized businesses, which was focused on high-tech activities, which, in turn, contributed to
the development of the economies of the US and the EU at the end of the last century. The article
attempts to analyze the integration component in the development of financing small and mediumsized businesses to solve the economic and social problems of the country.

BANDITACCIA: SIGNS OF RECESSION
The weak positive dynamics of the corporate loan portfolio in 2018 (0.5% growth per
month) is explained, on the one hand, by the low demand of many medium, small and small businesses for credit resources due to their high cost, on the other-by the priorities of commercial
banks that prefer to lend to large companies. Under these conditions, the importance of alternative
sources of financing for long-term needs of companies, the most important of which is the corporate bond market, increases. Its development will reduce the cost of borrowing for real sector
enterprises, primarily for enterprises 2 and 3 echelons, attract "long money" to the economy, and
relieve the banking sector of the burden of lending to the largest Russian corporations. However,
in the first half of 2018, due to the deterioration of market conditions, market activity in bonds of
corporate issuers decreased significantly. The article proposes measures for further development
of the corporate bond market, overcoming its recession and realization of investment potential.

Management accounting has appeared in our country as new type of accounting, while, according to authors, it is not account in sense, habitual for us, and economical work which existed
in our country at the time of the USSR. The name of this kind of activity has appeared owing to the
incorrect, according to authors, translation of the term «accounting» as accounting, but not account in general.

PAYMENT AND CONDITIONS OF LABOR IN THE SOCIAL SAFETY SYSTEM
The article presents the current state of the wage system and working conditions, its safety and
security. The causes and effects of low wages, the main trends in this area, as well as the factors
that violate the human right to work are considered. The average wage by region of the Russian
Federation is systematized and analyzed. A summary rating of highly paid professions in Russia
by region, an indicator of social workers' wages is presented. Characterized demand profession
in the labor market. Characterized demanded specialties in the labor market, the dependence of
the level of social protection of the population, overcoming poverty among working people, the
full use of the potential of citizens of age.

TO THE QUESTION OF METHODS OF DIAGNOSTICS OF PERSONNEL OF AN

The article examines the methods of diagnostics of personnel of an enterprise. Considered the
main elements, which are necessary for the analysis of personnel of enterprise. Substantiated the
algorithm of integrated assessment and diagnostics of enterprise personnel. The authors emphasize that the timely and objective diagnostics of the personnel of enterprise can contribute to the
growth of the effectiveness of the economic activity of the enterprise as a whole.
