INVESTMENT OPPORTUNITIES OF SOUTH KOREA IN THE DEVELOPMENT OF EIGHT FUTURE TECHNOLOGIES

Research on the issues of ensuring sustainable economic growth without harming the environment is now becoming more and more relevant. The previously implemented "resource-intensive economy model" does not allow efficient use of natural resources, increases environmental risks, which in general leads to a decrease in productivity, generates additional costs and poses a threat to the competitiveness of the country. A new economic model is being formed within the framework of the sustainable development paradigm. In Russia, the transition from an extensive export-raw materials model of the economy to an environmentally sustainable development and economic model is associated with a reversal of "anti-sustainable" trends. Such a transformation requires significant investments. However, difficulties in implementing a responsible or environmental investment strategy are associated with the formation of institutional foundations and the implementation of state and market mechanisms to support eco-investment.

ANALYSIS OF THE PROBLEMS OF INNOVATIVE DEVELOPMENT AND INNOVATION POLICY OF THE HEAT SUPPLY INDUSTRY

The heat supply industry in Russia has an important social function, providing the country's population with heat during a fairly long heating season in most of its territory, so its reliability and quality of services are a top priority. At the moment, the industry is in a difficult state, the wear and tear of already morally and physically obsolete equipment is very high. At the same time, the heat supply market remains one of the largest single-product markets in the country, which means it contains significant potential for cost reduction. These points determine the need for modernization of the heat supply system, which, in our opinion, should be accompanied by the dissemination and use of innovative, highly efficient technologies and equipment. The authors analyzed the problem areas and barriers to the innovative development of heat supply, which made it possible to determine the main directions for supporting the process under consideration.

THE IMPACT OF INNOVATION ON PRICING IN CONSTRUCTION

The investment and construction industry operates in special economic and political aspects: subjective, changeable priorities of consumers of final products, heterogeneity of investment sources, high barriers to entry and competition in the market, the development of scientific and technological progress in the development of materials and technologies that affect the efficiency of the production process, state regulation of activities and safety. An essential criterion for improving the economic efficiency of final construction products and the competitiveness of a construction enterprise is the introduction of elements of innovative developments and the creation of a construction cost management system throughout the life cycle of the object. The lack of regulatory and technical regulation and a single algorithm for the application of pricing methods when using innovative developments in construction necessitated the creation of an integrated system for justifying the selection of initial parameters for calculating the estimated cost of construction and installation works and criteria for selecting information for making decisions regarding the design parameters of the object that affect the process of formation and cost determination throughout the life cycle of the object.

DEVELOPMENT OF SCIENTIFIC AND HIGH-TECH PRODUCTIONS IN INNOVATIVE SYSTEMS OF THE MESO LEVEL

The article analyzes the dynamics of the main macroeconomic indicators that characterize the level of development of high-tech and science-intensive industries in an innovative economy: the share of high-tech and science-intensive sectors of the economy in GDP, the share of domestic research and development costs in GDP, the level of innovative activity of organizations, the level of inventive activity. The clustering of the regions of the Russian Federation according to these indicators was carried out to identify trends and key drivers for the development of science-intensive production at the mesolevel of economic systems management. It is substantiated that in the subjects of the federation with a high level of development of science-intensive and high-tech industries, the level of innovative activity of organizations is the key indicator of improving the measures to increase the science-intensiveness of production; for regions with an average level of development of science-intensive and high-tech industry - the share of the high-tech sector in GRP; with low - the level of inventive activity.

The conclusions and results presented in the article can be used in the development of sectoral programs for the development of science-intensive and high-tech industries at the mesolevel of economic systems management.

THE IMPACT OF THE PANDEMIC ON INNOVATION AND INVESTMENT DEVELOPMENT IN RUSSIA

The article examines the economic aspects of the impact of events that took place in connection with the spread of Covid-19 on the innovation and investment development of Russia. The economically conditioned and behavioral reactions of domestic business to a series of restrictions and lockdowns introduced in 2020 – 2021 are investigated, the reserves of innovative and innovative development of the country are determined in the context of the risks of continuation by the countries of the world and Russia itself of the policy of imposing restrictions on the movement of citizens and goods in connection with the possible emergence of new strains, which persist at the beginning of 2022. Attention is paid to the negative effects of lockdowns and restrictions of 2020 - 2021 on the state of the domestic innovation and innovation climate. Based on the results of the analysis, forecasts were made regarding the scenarios of innovation and investment development of Russia, taking into account the possible situation with Covid-19 in 2022-2025. Based on the identified expectations for the development of the innovation and investment environment, a system of proposals was formulated to provide measures to support innovation and investment development in the post-coronavirus reality.

STATE INNOVATION POLICY OF RUSSIA AND THE WORLD: PANDEMIC RETHINKING

The article examines the trends in the modification of the state innovation policy that took place in 2020 – 2021 under the influence of the Covid-19 phenomenon. The long-term and short-term consequences of the events that took place during this period in the economic plane for the innovation policy of states are revealed. Attention is paid to the comparative characteristics of the response of the Governments of the countries of the world in the field of innovation policy in the countries of the collective West and new growth points of the multipolar economic community, primarily in China. The consequences of the events of 2021-2022 for the technological basis of global business are indicated. Considerable attention is paid to aspects related to the implementation of innovation policy by States in terms of the development of information technologies and their practical implementation in the context of the spread of coronavirus.

COMPUTER MODEL "DYNAMICS OF THE REGION"

The paper presents an analysis of models used to describe regional systems. The model "Dynamics of the region" is proposed, linking the age factor with production resources. The theoretical foundations of the proposed model are described. The place of the proposed model is determined in accordance with the general classification of regional economy models according to A.N. Granberg. A description of the information support of the "Dynamics of the region" model, a system of indicators for assessing the state of the region are presented and the functionality of the "Dynamics of the Region" PC is described.

OPEN SPACE FACILITATION METHOD AS AN INNOVATIVE DECISION-MAKING PRACTICE IN MODERN COMPANIES

The article considers the Open Space facilitation method or Open Space Technology as one of the effective ways to increase group efficiency in modern companies. The positive impact of this method on the organization of the work of a large number of people and the creation of intensive communication between them, the result of which is the emergence of original ideas, non-standard solutions and action strategies when carrying out changes in organizations, is considered. Attention is also paid to the shortcomings of the method and possible ways of its further application and development. As a result of the study, this innovative method was compared with the traditional one. The traditional method involves making a decision by the company's management without any discussion with the rest of the company's employees, who may be more knowledgeable in the company's work processes. In addition, there is a large distance between the management of the organization and employees, since they do not participate in the management process, decisions are made without their influence. This can lead to inefficiency of the company's management as a whole, which once again confirms the relevance of this method in modern companies.

SPECIFICITY OF PRICING IN THE CASE OF INFORMATION Internet trading

The specificity of electronic commerce, due to the use of the Internet and the use of information and communication technologies, requires a thorough study of a number of issues related to the pricing process in the conditions of e-commerce, and the identification of features due to the specifics of the traded information product. The purpose of the article is to study pricing methods that take into account the peculiarities of Internet information trading on advertising exchanges, namely, a detailed study of the types of necessary costs when using cost pricing methods, and studying the impact of supply and demand ratio as the main factor in market pricing. The results obtained must be used when conducting a valuation of such a virtual business as an advertising exchange.

ANALYSIS OF THE FEATURES OF FUNCTIONING AND STRATEGIC DEVELOPMENT IN THE DIGITAL ENVIRONMENT OF INNOVATION-ORIENTED STRUCTURES OF CLUSTER AGGLOMERATIONS IN THE REPUBLIC OF TATARSTAN

Based on the analysis of works devoted to the study of the impact of anti-Russian sanctions both on the Russian economy as a whole and on its individual regions and industries, the article formulates a hypothesis that the subjects of the Russian Federation receive new opportunities for economic development. The focus of the authors' research is focused on one of these subjects of the Russian Federation, which has a high potential for socio-economic development, this is the Republic of Tatarstan. The results of a study of the features of the formation and development of the economic situation and, in particular, the industry of the Republic of Tatarstan under sanctions restrictions are presented. The features of the functioning and strategic development of the cluster formations of Tatarstan, the prospects and opportunities for the innovation and investment infrastructure of the region are analyzed.

ANALYSIS OF THE CURRENT STATE OF DOMESTIC TOURISM IN THE REGIONS OF RUSSIA DURING THE PANDEMIC PERIOD

(BASED ON THE RESULTS OF THE 2022 RESEARCH)

The work analyzes the state of the tourism sector following the results of 2021 in the regions of Russia. Priority in the study was given to domestic tourism: expert opinions are assessed and discussion continues on ways to get the Russian tourism industry out of the period of restrictions caused by the COVID pandemic. The Department of Service and Tourism of the Volga State Technological University in January-February 2022 conducted a study aimed at studying the modern state of the tourism sector in the regions of the Russian Federation. The study included both a sociological survey of tourists, consumers of domestic tourism services, and experts (in whose role tourism researchers from various scientific and educational centers of Russia and representatives of the turbine business agreed to act). The results of the study are difficult to imagine in one article, a cycle of work will be prepared. In this work, we will consider the problem of the modern state of tourism in the Russian regions following the results of 2021. Compare statistical data with the assessment of the level of development of the industry by tourists and experts.

FEATURES OF THE DEVELOPMENT OF DOCUMENTATION SUPPORT OF THE PROCESS OF TRANSPORTATION OF CARGO IN THE REGION

The article is devoted to the peculiarities of compiling and maintaining the fundamental document in the transportation of goods - the consignment note (CTH) as the main primary document in the system of accounting for the transportation of goods. A structure for compiling a TTN has been developed, which consists of two sections: commodity and transport. In addition to the TTN, the paper provides a list of documents required for the transportation of goods, considers international and Russian experience. Typical errors in the formation of a bill of lading are identified and examples of sanctions for making errors in the formation of documentation for the transportation of goods are given. Regional features of development are associated with the expansion of foreign economic relations. The Republic of Mari El, being in the center of the country, is expanding transport and economic ties not only with the Center, but also with the East and West of the country, developing new transport corridors. Road transport plays a significant role in freight transportation.

BOND LOANS AS A METHOD OF FINANCIAL BORROWING FOR THE REGIONS OF THE RUSSIAN FEDERATION

The subfederal bond market, along with the government and corporate bond market, is a reflection of Russia's evolving economic and political history. Born in the 90s. XX century, it experienced several ups and downs, including defaults and economic crises. Today, the regions of the Russian Federation are facing approximately the same problem as 25 years ago - the need to ensure the execution of budgets in the face of a slowdown in economic growth and an increase in social burden. In the coming years, this will contribute to the growth in the volume of placements of debt securities and the entry of new issuers of subfederal bonds into the financial market.

ACCESSIBILITY OF FINANCIAL SERVICES: PROBLEMS AND DIRECTIONS OF THEIR SOLUTIONS

The level of financial inclusion largely indicates the development trajectory of both the country's financial services market and the economy as a whole. The article provides a qualitative and quantitative analysis of the availability of financial services for the population. The authors found that financial accessibility is not limited to access to a basic set of financial services, but is a system of relationships that integrates the ability, need and desire of the client to receive certain financial services. It is concluded that the availability of financial services as a system of interrelated elements is based on the disclosure of the potential of each of its components and implies the need for further formation of financial market institutions.

THE CORE SEGMENT AS A BASIS OF RUSSIAN ECOSYSTEMS’ DEVELOPMENT.

BY EXAMPLE OF «YANDEX», «SBER», «VK», «TCS GROUP» AND «MTS»

This article includes a thorough analysis research on segment structure of operational activity of five large Russian digital ecosystems, which constructed their own business lines and services in widespread variety of economy sectors. The authors aim to check out the hypothesis on essential dependence of Russian conglomerate ecosystems’ performance and steadiness on level of efficiency of the initial operational business-segment from which the development of a corporation began. Research methodology includes structural and comparative analysis of Russian ecosystems’ indicators of segmentally differentiated financial reporting in accordance with IFRS alongside with inductive logical operations on clearing out the common development regularities. The authors’ findings conclude about approval of hypothesis on the essential core segment’s influence on overall Russian ecosystems’ profitability level, providing evidentiary material on the fact of Russian ecosystems' building up based on the leading businesses of sectorial markets and clarification of significant risk of non-core segments’ losses that are neutralized via the other segments’ profits. Results of the research can be used as the basis for more comprehensive analysis of Russian ecosystems’ entering unrelated markets and can afford to determine the most appropriate future Russian ecosystems’ development directions.

The article considers the main directions of Sber's work in the field of ESG. The author notes that ESG is no longer a trend, it is a necessity. Without ESG today no company can develop and properly position itself. If a company wants to get investments, loyal customers and best employees, it should have a positive ESG-image. And vice versa: a company that doesn't take ESG seriously is risking its long-term development. The competitiveness of the insurance service is determined by comparing the price of the service, its quality and the level of service provided to it by the consumer. The article focuses on the life cycle of an insurance product, which allows insurance companies to meet the needs of customers in insurance protection and improve the quality of services provided in highly competitive conditions. The purpose of the study is to systematize information to determine the elements of the competitiveness of the insurance product. Based on the conducted research, the author showed how to improve the quality of insurance products so that they are attractive to consumers, and insurance companies make a profit and are highly rated in the market.

CHANGING OF THE TAX SYSTEM: THE HISTORICAL CONTEXT, THE EMERGENCE OF TAX INCENTIVES AND THE WELFARE ALIGNMENT

Taxes appeared as soon as civilized economic relations emerged in human society. However, for a long time the key task of taxation was to ensure the fiscal functions of the state. The formation of the treasury assumed only one-way movement of funds from taxpayers to the monarch's budget. Stimulation of the economy or certain categories of the population, as a rule, was not provided. At the same time, with the emergence of new socio-political forms of organization of society, tax systems began to change, which had a positive impact on the potential and pace of economic development. Tax incentives, together with the equalization of the level of economic development between the regions of the country, have become one of the driving forces of long-term economic growth.

INCREASING TAX COLLECTION AS A BASIS FOR IMPROVING THE PRACTICE OF TAX ADMINISTRATION

The paper shows the experience of different countries that have come to optimal tax systems thanks to new approaches to the administration of tax collection. Taking into account empirical assessments of the dynamics of tax collection in Russia, it is shown that in the near future the transformation of the Russian model of tax administration will go towards the inclusion of foreign successful experience in it, which will stimulate the return of the economy to the growth trend.

ON APPROACHES TO REDUCING THE RISK OF NON-REPAYMENT OF LOANS BY COMPANIES IN THE REAL SECTOR

According to expert studies, in 2022, the probability of the implementation of certain types of systemic risks, including credit risks, remains. There is a high concentration of corporate liabilities in Russia - a significant part of the debt falls on a small number of large borrowers who are serviced by large banks. Simultaneously with the growth of the debt of such companies, this leads to the concentration of credit risk on systemically significant credit institutions, which was most clearly manifested during the coronavirus pandemic. Reducing credit risks and improving the efficiency of credit activity of market participants requires further development of one of the most important attributes of minimizing these risks - methods of analyzing the creditworthiness of the borrower. Based on the study of approaches available in the scientific literature and taking into account the analysis of the best practices of banks, the article proposes a variant of the model based on a mixed complex-individual principle, including an assessment of industry and structural indicators based on expert opinion, existing threats from competitors and the market, transparency of the borrower's activities, as well as the expertise of leading international rating agencies. The model allows you to predict the future position of the borrower in the market, as well as take into account the specifics of lending conditions.

BLOCKCHAIN TECHNOLOGY AS A NATIONAL SECURITY INSTRUMENT UNDER ECONOMIC SANCTIONS

One of the sanctions issues of foreign financial organizations in relation to the Russian economy in the first quarter of 2022 was the disconnection of the domestic banking system from SWIFT. The most urgent need arose for the development and implementation of a domestic system for the transmission of banking messages and banking operations. The domestic financial messaging system (SPFS) does not have the potential to solve global problems of transaction exchange at the transnational level of interaction between economic counterparties. The introduction of blockchain technology into the financial system of the Central Bank of Russia is proposed as a tool to counter the negative factors of the announced economic sanctions, as well as a tool for the development of the operational banking system. The article proposes a justification for the integration of blockchain technology into the national payment system.
