POLARIZATION OF THE ECONOMIC SPACE OF RUSSIA

AND THE PARADIGM OF SUSTAINABLE EQUILIBRIUM OF MACROSYSTEMS

The article presents an analysis of territorial differentiation in the modern Russian economy, its factors, causes and consequences. Particular attention is paid to government decisions that deepen the polarization of the economic space. The mitigation of territorial differentiation is possible on the path to the formation and implementation of the federal investment program, which acquires the status of a strategic plan for the development of the country's economy.

EFFICIENCY OF MANAGING A COMPLEX MULTI-LEVEL ORGANIZATION AS THE QUALITY OF ITS ECONOMIC SECURITY

Transformation processes in the Russian economy have led to the formation of a new type of business entities - organizations as entrepreneurial structures in which all development risks fall on the owners and managers. The ongoing transformations actualized the problem of their effectiveness in practical and theoretical aspects. The theoretical relevance of the study is due to a change in previous ideas about successful organizations that has occurred over the past decades. Numerous Western models of efficient management do not always produce tangible results in Russian practice. The study of tools and methods for improving the current state of complex multi-level organizations is carried out simultaneously with the adjustment of the criteria system, which allows to measure the degree of these improvements. That is, attempts at changes are made under the uncertainty of what needs to be changed in order to bring an individual enterprise and the entire economic system of the state to success as a self-adjusting multi-level socio-economic system.

CLASSIFICATION CRITERIA FOR ANTI-CORRUPTION CONTROL IN THE REGIONAL ECONOMIC SECURITY SYSTEM

The article describes the content of the term “anti-corruption control”, the interest in which is caused by the inevitable influence of corruption on the system of economic relations between market entities. In the conditions of monopolization and oligopolization of the economy at the local level (within the municipality) or within the whole region, the detection of corruption facts becomes a way of protection from property losses, counteracts social tension. ENHANCING ECOLOGICAL AND ECONOMIC SECURITY BY USING ALTERNATIVE FUELS AND ENERGIES BY ROAD TRANSPORT OF RUSSIA: PROBLEMS AND PROSPECTS

Motor transport is one of the main consumers of petroleum products. In the context of the rapidly growing fleet of Russia, it is necessary to develop and implement effective measures to reduce the consumption of scarce fuels of oil origin and stimulate the use of alternative fuels, which is significant from the point of view of the environmental and economic safety of the regions and the state as a whole. The aim of the work is to assess the prospects for the consumption of alternative fuels and energy by cars in Russia. The authors highlighted the main ways to reduce the consumption of gasoline and diesel fuel by vehicles, including the use of alternative types of motor fuel. As one of the most promising directions for the development of alternative energy in the automotive sector in Russia, a transition to gas-filled fuel is proposed. The study presents the main problems of gasification of vehicles and ways to solve them. Effective actions in these areas will reduce the consumption of scarce fuel and energy resources, improve the environmental situation in megacities, and generally improve the environmental and economic safety of Russia's regions.

DIAGNOSTICS OF INDICATORS OF FINANCIAL SECURITY OF THE REGION

Financial problems have a significant impact on the level of regional financial and economic security, while acting as its key threats. The absence of a unified methodology for determining the system of indicators of regional financial security was noted; a diagnostic system for the region’s financial security level was proposed based on 16 indicators in 3 areas: socio-economic, financial, fiscal and credit, and threshold values ​​for each indicator were determined. The recommended system of indicators was tested on the example of the Kirov region, on the basis of which risks and threats to the financial security of the region were identified.

ANALYSIS OF FACTORS AND CONDITIONS OF INTER-REGIONAL DIFFERENTIATION AND THEIR INFLUENCE ON THE ECONOMIC SECURITY OF THE REGION

The article identifies the factors of interregional differentiation based on theories of spatial development. The conditions are revealed under which inter-regional differentiation becomes a threat to economic security. The impact of interregional differentiation and its factors on the economic security of regions is assessed. Groups of strong and weak factors contributing to the strengthening or weakening of economic security at the regional level as a whole in Russia and in the Volga Federal District are identified.

OPERATIONAL MONITORING OF RUSSIAN ECONOMIC SECURITY

A relevant tool for ensuring economic security at all levels is monitoring, which is necessary to analyze trends in the sustainable development of socio-economic systems, diagnose risks and threats, as well as prepare management decisions to neutralize them. Given the acceleration of processes in the world economy, in addition to the aspects of strategic analysis and planning, recently there is a need for fast situation analysis algorithms and appropriate measures to ensure economic security. In this regard, the issues of operational monitoring of economic security, disclosed in the article, are very relevant. The work contains both the theoretical part that makes up the methodological foundations of operational monitoring of economic security, as well as issues of its instrumental support. Examples of the implementation of these provisions are given by the example of monitoring the economic security of a country and regions of the Volga Federal District.

LOGISTICS IN THE SYSTEM OF ECONOMIC SECURITY OF RUSSIA

Logistic activity is the basis of the state economy. The logistics functions are consistent with the objectives of the Russian Economic Security Strategy. Logistics as a methodology gives the principles of "comprehensive modernization of the production and technological base of industries in the real sector of the economy." Logistics as an industry is "a promising high-tech sector of the economy." Logistics as an activity provides "support for high-tech small and medium-sized businesses." Logistics as an infrastructure involves "the creation of modern transport and logistics complexes." Being a factor of economic security, logistics itself is subject to external threats. There is a negative impact on the logistics of the Federal Law of 05.04.2013 No. 44-FZ. Strategic logistics planning and integration of logistics indicators into the system of economic security indicators are needed.

DIAGNOSTICS OF ENTERPRISE BANKRUPTCY AS AN ESSENTIAL ELEMENT OF THE ECONOMIC SECURITY SYSTEM

The article considers the issue of diagnostics and forecasting bankruptcy of an enterprise as a necessary measure to ensure its economic security. It is proved that timely diagnostics of the crisis state of the enterprise allows timely taking the necessary measures for the financial recovery of the enterprise, as well as mitigate the consequences of a possible crisis. As a tool for diagnosing bankruptcy, the authors consider a comprehensive approach based on the simultaneous use of several Russian and foreign methods. It is substantiated that in assessing the probability of bankruptcy of Russian enterprises, interpretation of the model of the Irkutsk State Economic Academy, developed on the basis of Russian statistics, is of particular importance.
