FEATURES OF INNOVATIVE DEVELOPMENT OF COMPANIES IN THE DIGITAL TRANSFORMATION OF BUSINESS PROCESSES

The article discusses the important direction of innovation development of companies based on the use of digital technologies, investigated the impact of digital technologies on innovative business processes on the example of Russian and foreign companies. It is revealed that large Russian companies are most mastered artificial intelligence technologies, such as: virtual assistants, image analysis, machine learning, and face recognition. The example of the Moscow region on the formation of "smart specialization" of the region using digital technologies of the first echelon is considered.

EXAMINATION OF THEORETICAL RESEARCH AS A MEASURE TO REDUCE THE RISK OF IMPLEMENTING PROJECTS FOR THE PRODUCTION OF HIGH-TECH PRODUCTS BY THE SCIENTIFIC AND PRODUCTION COMPLEX

Considered the major aspects of organizing innovative territorial clusters in Russian agroindustry: issues connected with ensuring relevant infrastructure and high level of its development; issues covering the quality and the level of internal ecosystem of territorial innovative object in agro-industrial complex. Identified the factors of elevation of the human resources infrastructure that make up the core of the technology and the organization of innovative territorial complexes in the agro-industrial complex. Outlined the issues of raising the level of knowledge, skills and competencies of staff in the innovative territorial complexes. MODEL OF EVALUATION OF THE PERSONNEL MOTIVATION SYSTEM INNOVATIVE-ORIENTED ENTERPRISE

The article considers motivation as one of the most important functions of human capital management, provides the concept of motivation, classification of motivation, describes the most common theories and methods of motivation. To assess the system of motivation of personnel of the company focused on innovations, a model of five indicators was proposed for conducting an assessment: compliance of tasks with capabilities; the level of material remuneration; understanding and accepting values; feedback quality; active manifestation of innovative behavior. There are ways to assess these indicators and evaluation options with examples.

FACTORS OF FORMATION OF THE SPHERE OF INNOVATIVE SOCIUM FOR THE SUSTAINABLE GROWTH OF REGIONS

The paper proposes a conceptual model for the formation of an innovative society in a region in the context of sustainable macroeconomic growth. It is based on the positioning of innovative society in the system of managerial priorities of the region. The specificity of the factors that determine the mechanisms and tools for overcoming the existing constraints in the development of innovative socium subsidized regions through the sequential formation of the relationship "man-space-economy", which will build a trajectory of the transition from solving current problems to the implementation of the vector of long-term innovation growth. The research methodology is based on the use of a complex of general scientific methods of cognition, including: dialectical logic, analysis and synthesis, analogy and modeling, methods for processing time series.

ANALYSIS OF THE FACTORS INFLUENCING THE FORMATION OF INTELLECTUAL ENERGY NETWORKS IN THE DIGITAL ECONOMY

The article presents an analysis of the factors and scenarios that determined the change in the macroeconomic situation in the international energy sector in the XXI century. The basic laws of development of the market of electric energy within its key components are revealed: generation, transport, transformation, distribution and accumulation. Several scenarios of development of the world market in the form of forecasts till 2035 are given. The role of intelligent energy networks in the overall system of the international energy market is highlighted. The influence of digital technologies on the development of intelligent energy networks is shown. The experience of OECD countries, including the USA, in the development of distribution energy systems is analyzed. The phenomenon of "SMART GRID" is studied and the concept of "Smart grid" is defined. The structure of a new type of energy market in the context of its new technological components is determined.

FEATURES OF VENTURE FINANCING OF INNOVATIVE START-UPS AND PROJECTS

The article deals with innovative startups that, with rare exceptions, reach the level of the project. In terms of the Fourth industrial revolution for the regions of Russia are relevant developments in the field of extreme automation, in particular robotics, cyberphysical systems, biotechnology. The lack of incentives to invest in innovative start-UPS and projects can be devastating for the regional economy. The authors consider the specifics of venture funds investing in innovative projects, note the risks that create difficulties in creating an innovative product. The mechanism of interaction between the venture Fund and the initiators of innovative start-UPS, projects, which will create the end result in the form of commercialization of products and services.

MODERN CONDITION AND PROBLEMS OF DEVELOPMENT OF LABOR MARKET OF THE CRIMEAN REPUBLIC

The article analyzes the current state of labor market of the Republic of Crimea. The factors determining the development trends of the regional labor market are considered. The main problems of the labor market of the Republic of Crimea that associate with the consequences of the demographic crisis, the unevenness of socio-economic development of administrative and territorial entities of the region are identified. Positive and negative trends associated with changes in the number of people employed in various sectors of the economy are indicated. The possibilities of solving the problems of the development of the Crimean labor market through the implementation of measures under the state employment program, state support for the development of entrepreneurship and industry in the region are considered.

PROBLEMS IN CHANGING TAX REGULATION OF THE GAMBLING INDUSTRY

Changes in the regulatory field of the gambling industry by way of setting a rigid system of licenses and permits and tax control weren’t effective enough. Government regulation, basically, came down to manipulating tax types and rates on gambling from 35% to 90%, setting an excessive tax burden. As a result, budget revenues have not seen growth, and the leaders and owners of gambling establishments are finding more ways and schemes for tax evasion, creating the conditions for the development of a new criminal environment.

METHODOLOGICAL ISSUES OF ENSURING DEBT SUSTAINABILITY OF THE RUSSIAN FEDERATION

The article identifies the main methodological problems of ensuring the debt sustainability of the Russian Federation and proposes approaches to their solution. Revealed the need to establish in the Russian Federation’s Budget code the limits of debt sustainability indicators, additional regulation of public debt management methods and the establishment of requirements for public sector debt management. The paper substantiates the need to develop a medium-term strategy for public debt management, describes the requirements for its content, as well as the need to analyze debt sustainability and monitor public sector debt.

CONFIRMATION OF AMORTIZED COST OF THE ASSET

IN THE ACCOUNTS OF A NON-CREDIT FINANCIAL INSTITUTION

Since 2014, non-credit financial institutions have been regulated by the Bank of Russia, which has chosen the practice of accounting and reporting in accordance with IFRS. The transition from 2018 to accounting under IFRS 9 "Financial instruments" required organizations to use the new instrument "amortized cost" in accounting. The calculation of the amortized cost of financial assets involves a number of valuation procedures and professional judgment. All this required changes in the order of confirmation of amortized cost of assets by auditors. The article focuses on the main problems in the audit related to the assessment of amortized cost of financial assets.

Some aspects of economic analysis of human resources development at the railway service

Railway transport contributes to improving production and economic indicators in sectors of the economy, meeting the growing needs of society in the volume and quality of transport, solving social problems, etc. In this regard, the management system of railway transport personnel requires special attention. The article provides a quantitative and qualitative analysis of the composition of employees in the organization, aspects of personnel policy, the role of management. The need for more precise regulation of legal activity in the field of personnel management and raising the level of training of qualified specialists in railway transport was stressed. Recommendations are given to improve the efficiency of the system of development and management of human resources at Russian Railways.

SPECIFICS OF DYNAMIC AND STRUCTURAL TRENDS OF CRIMES OF ECONOMIC ORIENTATION IN THE REPUBLIC OF CRIMEA

The article deals with the specifics of economic security through the prism of economic crime trends. Data of sociological surveys, the world survey of economic crimes, data of the Prosecutor General of Russia and regional indicators of the Ministry of Internal Affairs of the Republic of Crimea are given. It is shown that the criminal law field of the country leaves space for insufficient consideration of all types of crimes, which makes it difficult to see the objective and real picture. Most economic crimes for various reasons are not reflected in the official statistics and the level of their latency is in the range of 70-95%. Therefore, we offer markers for the diagnosis of the degree of compliance of territorial data with the Russian trends.

CREATING A PROTECTION SYSTEM OF INFORMATION ORGANIZATION RESPONSIBLE TO CURRENT REQUIREMENTS

The article is devoted to the compilation of an effective information security system in organizations, taking into account the existing threats and emerging requirements over the past two years. There are data on threats, vulnerabilities and means for 2018-2019 from domestic and foreign sources are given. The ways to assess information security systems are considered. The methodology for assessing the effectiveness of the protection system is described and the results of evaluations of various protection systems are presented. As a result, there are shown that the system of modern-day security includes: antivirus, firewall, vulnerability scanner, trained specialists, and, in some cases, cyber-defense protection tools aimed at denial of service.

RESEARCH OF THE MODERN STATE OF THE THEORY OF ECONOMIC SECURITY FROM THE POSITION OF METHODOLOGY OF SCIENTIFIC KNOWLEDGE

Analysis of the theoretical and methodological basis of the thesis studies in the field of economic security allowed to distinguish the theories of varying degrees of community used by the authors of the works. Further analysis of the structure of the theory of economic security from the point of view of the methodology of scientific cognition, which allowed to distinguish established (generally accepted) and discussion categories, to analyze them from the point of view of five methodological functions theoretical concepts. It is concluded that the modern theory of economic security belongs to the category of descriptive, or descriptive, phenomenological theories characteristic of the early stage of any science development.

ENVIRONMENTAL AND ECONOMIC ASSESSMENT OF THE USE OF POLYGONS OF SOLID MUNICIPAL WASTE

The dynamics of formation and disposal of production and consumption waste has been increasing for many years. This problem is particularly relevant in ecologic, economic and social sphere in modern industrially developed urban areas. As the sphere of municipal solid waste management has been reformed completely, now an important task is the reclamation of old landfills. A possible technical solution for projects of the landfill reclamation can be excavation, followed by sorting and extraction of landfill soil and in some cases recycled materials, which will reduce the amount of waste to be reburied. The article discusses several options for projects of landfill reclamation, proposed an algorithm for the rational use of municipal solid waste landfills based on data from the environmental and economic assessment of landfill reclamation projects.

THE IMPACT OF THE SHADOW ECONOMY ON THE DYNAMICS OF INDICATORS OF REGIONAL SOCIO-ECONOMIC DEVELOPMENT

The relevance of the topic is due to the fact that in the modern world the problem of the shadow economy is one of the most common problems hindering the development of the country's economy. The functioning of the shadow economy leads to a significant reduction in the structure of budget revenues of tax revenues, which jeopardizes the implementation of important government programs. The production of illegal goods and services, the concealment of income, the turnover of unaccounted cash, corruption – all this has led to a threatening flow of money from the legal sector of the economy in the shadow. The huge scale of the shadow economy underlines the existence of significant difficulties in reforming the economy of our state, as well as the presence of a fairly large problem in the scale of state regulation of the economy.

COMMERCIALIZATION OF RESULTS OF INTELLECTUAL ACTIVITY IN EDUCATIONAL INSTITUTIONS OF HIGHER EDUCATION

This article deals with the commercialization of the results of intellectual activity in universities. Given the review of interpretations of the term "commercialization" in scientific works of domestic authors. Systematized the basic conceptual framework, which is essential in this study. Analyzed the characteristic features of the ways of commercialization of intellectual activity. Revealed and justified the necessity of participation of universities in the innovative ideas generating and their further commercialization. On the basis of the study the authors identified the main reasons that prevent a more active process of commercialization of intellectual property.
