Universities in many countries around the world are drivers of innovative economic development. Innovative activities of universities depend on both internal and external factors. Today, an increasing emphasis is placed on innovation ecosystems, in which the university is one of the active factors in cooperation with business, government, and public organizations. The article compares the approaches to the development of regional innovation ecosystems of Tomsk Region (Russia) and State of Utah (USA), and also assessed their impact on innovation activities in universities.

The article discusses the role and importance of innovation in modern conditions of a market economy in developing countries. In modern conditions, the role and importance of innovation and innovation activities increases in the national economy of the country and their regions. The author gives the author’s definition of a “region”, and also defines the difference between clusters and regional innovation subsystems. The author notes that the main driving force of national economies, developing in modern conditions of transition to the innovation economy, is the introduction of new technologies and innovations in all spheres of human activity and production as a whole.

CO-EVOLUTION OF SOCIO-INNOVATION SYSTEMS AND MIXED POLICIES: TOWARDS A NEW CONCEPTUAL MODEL OF SUSTAINABLE DEVELOPMENT

 

Understanding how policy-making processes can influence the pace and direction of social and technological change towards sustainability is important but not well developed in research on the transition to sustainable development. Some studies attempt to explain how individual regulatory instruments can influence transition and the surrounding processes. We believe that such individual regulatory instruments can create broader feedback mechanisms that affect not only their own future development, but also other instruments in the same field. Consequently, the expansion of the scope of analysis allows to take into account a variety of regulatory effects on socio-technical changes and emerging feedback mechanisms that affect these processes, which are the basis for further policy changes. This study takes the first step in this direction by combining the results of research and scientific discussions on innovative aspects to conceptualize the coevolutionary dynamics of mixed politics and socio-technical systems. We focus on regulatory processes to try to explain how the combination of multiple regulatory mechanisms affects socio-technical changes, and how changes in the socio-technical system also shape the evolution of regulatory mix. To do this, we will rely on analytical materials and research on regulatory innovation policy and try to propose a new conceptual framework. In this paper we will try to substantiate the thesis that it is necessary to develop a set of regulatory policies aimed at facilitating the transition to sustainable development in order to create incentives for beneficiaries to mobilize further support while overcoming a number of existing problems that may eventually undermine political support. In conclusion, we present research findings and conclusions for the analysis and formulation of mixed policies for the transition to sustainable development.

EVALUATION OF EFFICIENCY OF REGIONAL INNOVATION INFRASTRUCTURE: FORMATION OF METHODOLOGICAL PRINCIPLES AND PERFORMANCE INDICATORS

 

The article is devoted to the formation of a system of indicators for monitoring the effectiveness of the elements of the infrastructure support of the innovation sphere of the region. The results of the analysis of the accumulated foreign experience and the current Russian experience on the assessment of innovation development and efficiency of innovation infrastructure facilities at federal and regional levels serve as a theoretical basis of this article. Focusing on the studied approaches, taking into account the identified advantages and disadvantages, authors propose methodological principles and integrated system of indicators to assess efficiency of innovation infrastructure. Assessment indicators are differentiated into three groups: 1) legal and infrastructure support; 2) innovation potential (resource sufficiency); 3) results of innovation activity (efficiency). The results of the study can be used by regional government authorities to monitor the state of regional innovation sphere in the context of infrastructure support and dynamics of innovative development and also in order to adjust the existing regulatory and strategic documents and improve the tools of the implemented innovation policy.

The article discusses the main directions of introducing the digital economy and pursuing a sound digitalization policy for global changes in the field of innovation, such as the creation of technology parks, research and production clusters, smart cities and other innovative projects. The article analyzes the features and successes in the management of innovation activities that have been achieved by a number of large foreign companies.

The application of this kind of practical experience in terms of solving the problems of managing innovation activity will be very useful for Russian enterprises.

The article discusses the current aspects of housing and communal services’ economy, the problematic experience in building a management system in rural territorial entities (localities). Carried out a review and analysis of the current state of the relationship of housing and utilities enterprises with other areas of the socio-economic infrastructure of territorial entities. Considered the peculiarities of city «Agrarian» of the city of Simferopol for the implementation of the housing and utilities scheme and made suggestions for its optimization for possible use in other rural areas. TOTAL COST OF OWNERSHIP OF EXPORT MILITARY AIRCRAFT

 

In modern conditions, when the volume of the state defense order in value and natural terms has decreased sharply compared to the 80-early 90 - ies, one of the important ways of survival of the military-industrial complex (MIC) is the export of weapons and military equipment. It is from him that the financial situation of the defense industry enterprises depends today, their ability to maintain production facilities in working order to meet the needs of the Russian armed forces in armaments.

It is obvious that the effectiveness of exports is largely determined by export prices, which should take into account all the various conditions of the foreign trade transaction. The establishment of export prices for defense products, negotiations with foreign customers and the signing of contract documents entrusted to specialized enterprises - state intermediaries.

At the same time, some enterprises seek to solve their own financial problems through exports. Some of them use the practice of setting prices for their products that exceed the previously concluded contract, as well as world prices. At the same time, they do not take into account the real cost of these products, nor the terms of delivery and payment, do not take into account the laws of pricing in the conditions of market relations and features of pricing in a specific market of weapons and military equipment. As a result, it is simply impossible to sell their products on the foreign market due to their uncompetitiveness.

DEVELOPMENT OF PARTNER INTERACTION OF BUSINESS AND AUTHORITIES AT THE LEVEL OF SUBJECTS OF THE RUSSIAN FEDERATION AND MUNICIPALITIES

 

The study identifies the conditions for increasing the level of partnership efficiency between small and medium-sized businesses and public authorities at the regional and municipal levels. Identified perspective forms of joint development of decisions of state regional and municipal structures with the participation of representatives of private entrepreneurship on the regulation of socio-economic relations in the field of manifestation of business initiatives. The analysis of the specifics of the partnership between business and government is based on the example of the Southern Federal District. The authors come to the conclusion that, in modern economic processes, this interaction directly depends on the specifics of the application of GR-management methods and digital economy technologies, which contributes to the construction and further development of information communications corresponding to the goals of economic development of constituent entities of the Russian Federation and municipalities.

The formation and functioning of borders and their impact on inter-state relations are of interest not only to government officials, but also to scientists. A significant amount of research is devoted to the analysis of modern borders. However, most authors consider state borders from the point of view of history, law, geography and geopolitics. Many publications on regional issues are purely theoretical. There are no studies devoted directly to the processes of interaction between the regions of bordering countries and their impact on regional security.

POSTINDUSTRIAL TRANSFORMATIONS OF MANAGEMENT MOTIVATION BASES

 

In the article it’s being carried out the analyses of current structural changes of labor specifics in big socio-economic systems which include global corporate type of organization as well as major government administrated facilities. Observed tremendous postindustrial trends as a rapid spread of IT, automation and digitalization of business environment cause total change of economic request for different competences what defines the way of professional categories profile upgrade.

While decreasing physical labor volume the important role of vertical governance invariably persists to be a relic form of bureaucratic management. At the same time to the forefront of economic agenda it’s coming up a special category of “genius” creative skills carriers requiring extra attention i.e fundamentally new methodological grounding and building up relevant management school. In that conditions it’s becoming particularly important an intermediate expert-professional stratum so called creative class expected to find out and roll out the most advanced ideas by overcoming inert resistance of administrative conservatism.

The given research helped to identify the actual socio-group specifics based on the analyses of postindustrial labor profile. The results achieved are the new motivation model and relevant conceptual list of terms that allow to set up the foundation to build up the scientific paradigm of postindustrial management.

IMPROVEMENT OF LEGAL BASES ON PARTICLAR TYPES OF CALCULATIONS ASSOCIATED WITH INCOME TAX AND INSURANCE CONTRIBUTIONS

 

The article analyzes a number of issues on the calculations of personal income tax and insurance payments not properly settled in the Tax Code of the Russian Federation. The necessity of making additions and changes to the procedure for calculating the amounts of insurance premiums for certain types of compensations issued to employees of enterprises / organizations, and withholding personal income tax amounts is substantiated. It is also recommended to change the established procedure for levying fines for not providing the tax authority with certificates in the form 2-NDFL in a timely manner, or for containing false information in them.

RISK MANAGEMENT METHODS OF INVESTMENT PROJECTS

 

The article states the need for further study of the importance of Due Diligence as a basis for management decisions on investment of innovative projects of enterprises. The author's interpretation of the concept of "reliability of innovative projects", which should be understood as the adaptability of innovative projects and their well-established effectiveness under the influence of extraneous random factors (risks) throughout the life cycle of the project. It is proved that the main criteria for its recognition should be: the adaptability of the project, its synergy, dynamism, elasticity and scaling. The content of each of these criteria in a broad sense is disclosed. The main directions of Due diligence and project risks that should be investigated during the procedure of assessing the reliability of innovative projects are defined. Noted the expediency of using the verbal-numerical Harrington scale in generalizing the results of due diligence.

Securitization appeared as an innovative financing tool as a response to global changes around the world, including informatization, computerization. As a replacement for traditional credits, this mechanism is an extremely complex form of capital raising, which requires large investments in terms of finance, time, competent professionals. However, large amounts of assets involved in the process, direct connection with loans, securities, are a challenge to the economic security in case of insufficiency of legal influence from the state, what has became obvious after the financial crisis of 2007-2008. Lack of doctrinal views, unilateral economic study of the Institute also do not contribute to the establishment of the necessary level of legal restrictions in this area.

SELECTION OF BALANCED SYSTEM AND THRESHOLD VALUES OF ECONOMIC SECURITY INDICATORS

 

The task of ranking regions by level of economic security is considered as a pattern recognition problem. The choice of the nomenclature of indicators is reduced to the definition of the working system of signs. Characteristic values are subject to threshold position coding. Setting the threshold values is related to the information content of the selected interval. Weighting factors are assigned not to signs, but to inter threshold intervals. Setting individual weights for cross-threshold values allows to take into account the synergy of the system of indicators when the complex index of regional security is non-linear with respect to the values of the indicators.

ORGANIZATION OF ENTREPRENEURIAL ACTIVITY IN EDUCATION ON THE BASIS OF GR-MANAGEMENT

 

In the presented study, identified the conditions, forms and possibilities of doing business in the system of educational institutions. Particular attention is paid to the activities of higher education institutions, which can be regarded as a special kind of scientific organizations, and which can be provided with state support on economic activity. The system of trilateral relations between educational organizations of various forms of ownership, business structures (represented by private enterprises and organizations), and also public administration authorities on issues of training and improving the efficiency of human resources is considered. Thus, the authors conclude that in modern socio-economic conditions, GR-management is one of the key factors for establishing and further strengthening the constructive partnerships necessary for the development of vocational education and retraining of personnel in the interests of economic development.
