Considered the activity of scientific organizations performing research, development and technological work for civil purposes, and interacting with business and other key representatives of the national innovation system.

On the basis of the proposed methodological tools, assessed the state of integration interaction of scientific organizations with participants of innovation activity in the framework of functioning of technological platforms and innovative territorial clusters. Substantiated the necessity of further revealing the reasons that determine the unclaimedness of these network forms for the implementation of the state innovation policy.

INFLUENCE OF GOVERNMENT SUPPORT ON CHUVASH REPUBLIC AGRICULTURE INVESTMENTS

One of daunting challenges in choosing prerogative when supplying government support these days is validation of budget effectiveness framework on the basis of which preference should be given to the most effective one. In this article government support and Chuvash Republic agriculture investments are estimated, dependence of agricultural goods volumes on these aspects is analyzed, equations of dependence and critical values are calculated. This investigation demonstrates that effectiveness of agriculture government support grows up when increasing investments into agro-industry capital stock. Increase of government support capacities gives growth of investments as agrarians invest in their own projects more confidently when meeting with financial government support and this fact further invariably leads to growth of volumes of agricultural goods.

ECONOMIC-MATHEMATICAL MODEL OF RADIO FREQUENCY SPECTRUM

COST AS A TOOL OF MODERN APPROACH TO MANAGEMENT OF ITS USE

The list of cost categories in the field of a radio-frequency resource use necessary for the formation of a modern system of management and regulation of a spectrum regarding application of economic methods is formed and proved. The article reveals the system of conceptual and semantic models of the proposed cost categories of the radio frequency spectrum (RFS) based on various characteristics depending on the subject-object relationships and the purposes of their application. An economic-mathematical model of the RFS cost was developed which unlike existing approaches to modeling discounted cash flows takes into account the non-stationary nature of the Russian economy.

MICROECONOMIC ASPECTS OF NECESSITY OF INTRODUCTION

INNOVATIVE TECHNOLOGIES IMPROVING EFFICIENCY

OPERATIONS OF OIL AND GAS PRODUCING ENTERPRISES

At a time when more than 80% of Russia's large hydrocarbon deposits are attributed to mature fields characterized by a significant drop in production, there has been a sharp decline in the economic efficiency of their operations in terms of growth in product costs and sub-prime income. Analyzing these indicators on the example of operation of the Orenburg oil and gas condensate field (ONGKM), the only solution to the whole range of problems is the activation of innovation in the direction of stabilizing the rate of decline in production; reconstruction and technical re-equipment of field facilities and a gas processing plant; introduction of energy and resource-saving technologies; minimization of technological losses of hydrocarbon raw materials; replacement of physically worn out and obsolete technological equipment; reduction of technogenic impact on the environment, etc. To ensure the accuracy and representativeness of the conclusions, the author used methods of analysis, forecasting, and economic-mathematical modeling. The results of the presented research will make it possible to form key guidelines for the innovative strategy of the oil and gas producing enterprise.

Unregulated use of geological objects in commercial sightseeing and tourist purposes causes significant damage to natural heritage sites until their destruction. In this regard, this article is aimed at identifying innovative methods, models and approaches in the design of nature conservation excursion and tourist centers, subject to the arrangement and use of complex natural objects - caves. The work uses a multidisciplinary approach based on combining geological and socio-economic research methods. Presented fn innovative program of step-by-step formation and development of an environmental excursion and tourism center (EEC) based on the example of Sablinsky EEC (Leningrad region) and the creation of a tourist cluster.

EVALUATION OF FINANCIAL SUSTAINABILITY AND IMPACT OF INNOVATIONS

ON THE PROBABILITY OF THE INNOVATION ENTERPRISE BANKRUPTCY

The article examines the relationship between financial sustainability and innovation activity of foreign innovative enterprises of the elevator industry from different countries for the period from 2011 to 2016. The purpose of the work is to improve the assessment of the probability of bankruptcy of innovative enterprises and study the relationship between indicators of their sustainability and the costs of innovation in the world market of the elevator industry. As initial data were used the financial statements of foreign manufacturing companies of the elevator industry, obtained from official websites of companies. The relationship between the amount of financial resources allocated by the company for research and development and the potential likelihood of its bankruptcy has been revealed. Determined the dependence of innovations on financial stability of innovative enterprises from Finland, Switzerland and Germany.

Easing the monetary policy of the Bank of Russia leads to a decrease in the marginality of the banking business. The article assesses the creditworthiness of borrowers on the example of the largest chemical enterprises in the Samara region. The questions of the essence and evaluation of the creditworthiness of commercial organizations are revealed on the basis of qualitative and quantitative indicators. The results of the evaluation methodology can be used for chemical enterprises in other regions, as well as for organizing other branches of the economy.

IN RUSSIAN FEDERATION

The article deals with the issues of taxation and regulatory and legal regulation of activities in the field of Internet commerce, which have acquired state significance. The rates of development of trade in the business sector and the pace of development of Internet commerce are illustrated. The variants of the development of taxation in the investigated sector are given. The tax on Internet commerce has been studied as one of the tools for overcoming social differentiation.

EVALUATION OF EFFECTIVENESS OF REGIONAL TAX BENEFITS

The article presents the results of assessing the effectiveness of tax benefits of the Khanty-Mansiysk Autonomous Okrug - Ugra. The assessment was carried out according to the Methodology approved by the Resolution of the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra on February 25, 2009 No. 28-p "On approval of the procedure for assessing the budget, social and economic efficiency of the tax breaks (planned to be provided)." The author comes to the conclusion that the methodology operating in the Autonomous Okrug makes it possible to conduct adequate assessments.

PUBLIC FUNDING OF AGRICULTURAL ENTERPRISES IN THE CHUVASH REPUBLIC

For agricultural producers in all developed countries have developed and implemented various forms of public financial support, due to the high level of the importance of sustainable development for domestic economy and food security of the state. In addition, the effective functioning of agricultural enterprises is a guarantee of sustainable development of rural areas and, accordingly, the preservation of the population in rural areas. The specifics of doing business in this industry, a high level of financial risk causes the need to develop and select the most effective measures on the part of the state to support agricultural producers. This article discusses the possible forms and basic mechanisms of state financing of agricultural enterprises of the Chuvash Republic.

CYBER MONEY AS AN ALTERNATIVE TO BANKING PRODUCTS

The article considers the prospects of digital and electronic money development, improvement of organization and regulation of digital and electronic money payment system in Russia. A significant place in the work is given to possible approaches and methods of adaptation of Bitcoin system management in the banking sector. The article also discusses the methods of collecting, summarizing and systematizing the necessary information to develop a mechanism for managing cyber money transactions.

FEATURES OF CALCULATING VAT IN SHARE CONSTRUCTION OF MULTI-QUARTER RESIDENTIAL HOUSES

Fractional construction of multi-apartment houses is experiencing a certain crisis. Along with successfully developing construction activities by developers there are organizations that delayed the delivery of facilities, bankruptcy gave rise to "deceived co-investors", creating a problem at the state level. Analysis of the arbitration practice of disputable situations related to additional tax assessments by tax authorities, in particular, value-added tax, experience of personal consulting of developers and contractors in terms of VAT collection, allowed the authors to consider the most urgent issues of VAT calculation in connection with the existing features of calculating this tax.

CLUSTER ANALYSIS OF THE DEVELOPMENT DYNAMICS OF THE LARGEST CHEMICAL INDUSTRY ENTERPRISES

The article presents an example of the application of clusterization for the analysis of the largest chemical industry enterprises. The enterprises selected by us were divided on the basis of a number of characteristics into homogeneous groups. In addition to clustering, using a part of indicators (signs), was built a strategic map of the largest chemical industry enterprises. The introduction shows the role and place of the chemical industry in the economy and social development, shown the volume of chemical production in Russia for the period from 2005 to 2016. Carried out the analysis of rates of growth of volumes of chemical manufacture in Russia. Considered some ratings of chemical industry enterprises. Indicators for clusterization were selected, a dendrogram was constructed based on the results of cluster analysis of the largest enterprises, a scheme (strategic map) of interrelation and influence of average growth rates of fixed assets and labor costs on average revenue and profit of enterprises was constructed.

The article is devoted to the analysis of information security of the customs bodies of the Russian Federation and the Eurasian Economic Union. Analyzed the order of information transfer between the customs bodies of the countries of the Eurasian Economic Union. Developed the recommendations to improve the level of information security of customs bodies of the countries of the Eurasian Economic Union on the basis of existing standards in the Russian Federation. It is revealed that at present the organization of information security is not built on supranational control in the Eurasian Economic Union. SANCTIONS AS THREATS TO ECONOMIC SAFETY OF METALLURGICAL ENTERPRISES

The article assesses the impact of sanctions on metallurgical production, and also systemizes sanctions as a threat to the economic security of Russian metallurgical enterprises. The results of the study confirm the negative impact of sanctions on the development of the metallurgical industry. Strengthening the ruble, expanding geography and increasing anti-dumping duties of importing countries are forcing Russian steel companies to respond flexibly to the market situation. The systematization of sanctions as threats to economic security through the prism of interconnected industries will enable metallurgical enterprises to improve the efficiency of the investment policy of import substitution and diversification of the modernization of production capacities.

COMPETITIONS OF UNIVERSITY DEVELOPMENT PROGRAMS: UNREAL REALITY

The article presents an overview of the contests of the university development programs in comparing the goals and results obtained, and revealed the limitations of program implementation. The analysis led to the conclusion that, despite the formal fulfillment of plans with respect to the indicators of the effectiveness of university development programs, the objectives of the competitions were not achieved. One of the main limitations of innovative development of universities is the state of personnel support for the main processes in universities.
